COWI acts as a partner to the authorities in developing and implementing the overall planning strategies.

On the basis of quantitative and qualitative analysis of the region and its sectors we provide a process perspective on creating an ambitious yet realistic plan for implementation.

Rethinking the city

The art of developing a new city or regenerating an existing city is a complex process, demanding a wide range of competences.

Creating an exiting and safe city takes a solid knowledge of financing, process, citizen involvement, environmental issues and traffic planning.

From planning to implementation

COWI assists in adapting the initial concept to commercial realities through market analyses, business plans and investment strategies.

We guide the project through the challenges linked to the spatial planning process and assist with analyses of environmental and traffic issues before projecting the building process.

Profiles and scenarios

Based on the analyses we draw up a profile for the area, the physical framework and stakeholders and scenarios for future development.

In Mozambique, COWI was involved in a participatory urban vulnerability mapping of the cities of Maxixe and Inhambane to find ways in which those cities could be protected against climate change threats.

In Tanzania, COWI is providing consultancy services to the government on the environmental, economic and social impacts of the development of a special economic zone at Bagamoyo, including demand forecasts and an urban master plan.
